Officially, Trimble’s EULA forbids reselling Classic licenses without permission. However, a secondary market exists. If buying second-hand, demand a signed "License Transfer Agreement" from the seller. If the seller doesn't release the license from their Trimble account, you will never be able to activate it.

If you own a legitimate SketchUp Pro 2020 or 2019 license (Classic), you may still be able to "cross-grade" to 2021.
If you own a SketchUp Pro 2020 (or earlier 201x) perpetual license, you may be eligible for an upgrade maintenance to 2021. However, as of 2024, Trimble has largely shut down upgrade paths for pre-2021 versions. Contact their support for legacy upgrade options.
